昭和34（1959）年。当初は五輪招致に反対していた平沢（星野源）だったが、ミュンヘンで開かれたIOC総会に出席。平沢の後世に語り継がれる15分間のスピーチが決め手となり、昭和39（1964）年の五輪開催地が東京に決まる。早速、政治（阿部サダヲ）を事務総長に「東京オリンピック大会組織委員会」が発足。顧問には政治の因縁の相手で、大物政治家の川島正次郎（浅野忠信）が就任する。程なく、メダルを取れる競技を正式種目にしようと考えた政治は、熱血監督・大松率いる女子バレーボールチームに着目する。
